Representative James moved and asked unanimous consent that the                                     
House consider the Senate message (page 3272) on the following at                                   
this time:

    Relating to the moratorium on fish farming in British Columbia.

Representative James moved that the House concur in the Senate                                      
amendment to CSHJR 46(RES), thus adopting SCS CSHJR 46(RLS),                                        
and recommended that the members vote yes.                                                          
                                                                                                    
                                                                                                    
The question being:  "Shall the House concur in the Senate                                          
amendment to CSHJR 46(RES)?"  The roll was taken with the
